Perhaps the biggest unsolved question in the UFO research world deals with who holds the secrets, the hardware, and how did they manage to keep it so secret since 1947.

Recently the NYTs did a podcast piece on how the WW11 Manhattan Project was kept totally secret, even from the vice-president despite 130,000 people working on the project, spending 13 billion dollars (2023 dollars), and building the base  and town of Los Alamos.

Congressional reporter Catie Edmondson who did the story said that it was so secret it took her a long time to find records of how Roosevelt got the money, outside the eyes of the media, and almost the entire Congress. It was this example of how to do secrecy that may have led to techniques to hide the UFO story only 5 years later after the crash outside of Roswell, New Mexico.

There was actually only one place where the story of what happened was located. This was a memoir that had been written by Elmer Thomas, a Senator from Oklahoma, Chairman or the Chairman of the Appropriations Subcommittee that oversaw military spending, who was one of seven people in Congress who were brought into the secret, and who approved the money for the bomb people.

According to Edmondson the first money was being taken from other line items appropriated by Congress for different things. This is a common claim of what still goes on.

By 1944 Roosevelt was concerned that the Nazis might beat America to the bomb. This same logic of keeping UFOs away from Russia and China is used to justify the secrecy around UFOs.

Edmondson quotes a memo from Roosevelt to Vannevar Bush who ran the a-bomb project, and later according to a Canadian Top-Secret memo, was in charge figuring out the UFO mystery. It read, “Do you have the money? F.D.R.”

The briefing for the bomb gambit took place in two meetings. One is in the Senate and one in the House. Henry Stimson, Roosevelt’s secretary of war, was the point man to brief Congress. He brings along famous General Marshall to impress people of how important this was. Stimson would later brief Vice President Truman on the bomb for the first time 12 days after Roosevelt died. He was to tell only key people, get the money, and convince them all to keep it secret.

The plan worked. A line item “expediting production” was added to the spending bill. The description for it talked about speeding munitions over to our boys fighting in Europe to make sure we are using the most modern weapons on the battle field possible. No one noticed, and the world of military bait and switch and need-to-know began. It worked so well in WW11. Who would ever think to change it.

Almost 70 years later it would be James Lacatski who would hold the Defense Intelligence secrets about UFOs, hardware, and bodies. He identified himself as an expert of moving highly classified material to lower classifications, thereby hinting it was part of his job to “tell the people” about UFOs.

He stated that there was at least one craft and people had access the inside. He told the podcast Weaponized that there were more details that he would try to release down the road after it was written up and approved by DOPSR. This would indicate that at least Lacatski at AAWSAP had access to the information inside the black world that researchers and politicians are calling illegal as it has no oversight.

Yet, Lacatski said that he saw no illegal activities. He only saw extreme levels of security. 

Now let me do say one thing that I never witnessed, and I don't know if Colm ever witnessed this, but I never saw any what I would consider illegal activities. I saw security procedures that are paramount but not illegal activities… The thing is security is paramount. We followed the rules and there's a good reason to follow them.

 This is exactly the same thing that Jim Semivan hinted from his government experience – nothing illegal. Semivan is a significant voice as he got a classified briefing on UAPs. He also said he knows where the legacy UAP programs are which would indicate he has access to some of the more highly classified UAP secrets.

These statements by Semivan and Lacatski indicate that everyone thinks they are saving the world, doing their jobs.

In late 2023 Jim Semivan suggested to Whitley Strieber how the UFO program was hidden, and why it may be legal. He talked about the role of Presidential Emergency Action Documents (PEADs) that were begun in the Eisenhower administration.

Wikipedia defines PEADs as “draft classified executive orders, proclamations, and messages to Congress that are prepared for the President of the United States to exercise or expand powers in anticipation of a range of emergency hypothetical worst-case scenarios so that they are ready to sign and put into effect the moment one of those scenarios comes to pass. They are defined by the Federal Emergency Management Agency (FEMA) as the ‘Final drafts of Presidential messages, proposed legislation proclamations, and other formal documents, including DOJ-issued cover sheets addressed to the President, to be issued in event of a presidentially declared national emergency.’”

These FEMA presidential action documents are extremely classified and not one PEAD has ever been declassified. As Semivan pointed out, they were started in the Eisenhower administration.

The FEMA connection hinted at by Semivan is important for a couple of reasons.

Firstly, unknown to many, is the fact that FEMA was involved in the Kecksburg crash in 1965. There was a message found in the Blue Book files that came from Code Blue Grass, better known as a unit inside Mount Weather, where FEMA headquarters is, and is the major relocation site for the President and the highest level of civilian and military officials in case of national disaster, playing a major role in continuity of government.

The facility was built and operational in 1959 but only started to be known in the public after a plane crash on the mountain in 1974.

In 1965 Mount Weather was involved in a conversation dealing with metal that had fallen out of the sky.

The message were sent and received during the UFO recovery window of time on the evening of December 9, 1965. Also, important. related to the message, is that the object was witnessed crossing Michigan headed for Pennsylvania.

The message from inside Mount Weather was sent by Mr. J.L. Bourassa, Special Facilities Division, Office of Emergency Preparedness (OEP). It read as follows.

Time 2323 – Mr. J.L Bourassa, Chief, Special Facilities Division, OEP, code Blue Grass, called and advised that Mr. _________ had called him and advised him with this information. My man ________has been given two pieces of aluminum type material near Lapier, Michigan area. Mr. ________ was trying to be wary of a hoax. Mr. _______would like to be informed of the latest developments.

Time 23:40 – as a result of this call from Mr. Bourassa I called my _______to obtain a first-hand account of what he thinks he has. The three pieces are to be brought to him in the morning by Mr. ______. He asked if we minded if he kept one piece to do a spectral analysis on it. I said go right ahead but send the other two. The pieces are reported as not being charred; however, the other people finding these “pieces” said they showered from the sky and are spread over a wide area. Mr. _____ said the sightings of the fireball was approximately 200 NM north of Flint, Michigan.

Now who is this FEMA official Mr. J.L. Bourassa, and what role did the Special Facilities Division, Office of Emergency Preparedness (OEP) play in a downed UFO recovery? I will detail the full story in an upcoming book on President Johnson and his UFO investigations, but here are some hints.

The FEMA part makes sense in terms of secrecy especially if there is an operation Presidential Emergency Action Document still in effect. A UFO crash, a UFO landing, or a UFO invasion could easily be seen as an emergency, and justification for only a handful of congress being read in.

Backup for this idea of UFO emergency comes from a story that former Minister of Defense in Canada Paul Hellyer told in my presence.

Hellyer was not interested in UFOs while in his government defense job. He said he did see some UFO sighting reports but did not pay attention.

It was only after his son-in-law told him a 2-star General told him “if is all true and more” when it came to UFOs, that Paul started paying attention. From that point he parroted many of the things he heard in the UFO community calling for disclosure.

One key story he told was a death bed confession that ties into this FEMA – Kecksburg crash connection. He mentioned that an Air Force friend of him to him that the former head of Emergency Management in Canada (equivalent to USA FEMA director) was dying of ALS and had “something he wanted to get off his chest. He had decided that Paul is the man he wanted to tell.

Hellyer delayed and not another message from the Air Force guy saying “the guy is about to go off the cliff. You need to talk to him.”

When the man was contacted here is what he told Paul. The whole UFO story was real. As head of Emergency Management, he had been briefed.

He stated that he had been taken to Langley (CIA). He signed his life away and was read into the reality of the UFO mystery. He stated that as part of his education he was taken to Area 51 and had actually sat in one of the crafts. That was what he wanted Paul to know.

It is now not surprising that the first meeting Johnson had after the crash was 30-minute off the record meeting with Buford Ellington, the head of FEMA.

Here is some more puzzle pieces that back up this FEMA connection. In the UFO research world in the eighties and nineties there was a group of invisible college types that called themselves the aviary. The idea came after Bill Moore and Jamie Shandera gave all their government sources bird names to protect their identities while talking on the phone.

Robert Collins was the Condor in the aviary. He was formally a physicist at Wright Patterson AFB where he maintained craft and bodies had been stored.

In 1996 he identified the same office Special Facilities Division, Office of Emergency Preparedness (OEP) sending the message during the Kecksburg crash. Collins stated that that is the UFO control group MJ-12 was using the Special Facilities Division as a cover.

Over the years some other things have leaked out like the manual put out by FEMA on how to handle a UFO crash. When a researcher discovered the plan, it was quickly pulled from the FEMA training manual.

Colonel John Alexander added to this FEMA connection during an interview he did in which he was asked about MJ-12. He stated that MJ-12 did exist, and he was told it had to do with continuity of government which Mount Weather defines – “Where FEMA headquarters is. The major relocation site for the President and the highest level of civilian and military officials in case of national disaster, playing a major role in continuity of government.”

Alexander: I think there actually was a group, and they created something known as COG – continuity of government - and it was to prevent nuclear decapitation of the United States. It was really super super sensitive.

Nancy du Tertre: Well, let me ask you this. Does MJ-12 as far as you know exist today?

Alexander: I don’t think so. I had someone whisper to me that it had existed. I didn’t think that it had existed at all, but when I looked into it and asked if the names were correct, they said yes and that should tell me what I need to know to figure it out. That is how we came up with this particular occupation because most of them were into nuclear warfare. That was one common thread of all the people on the list, and much more certainly than with UFOs.

Lastly, we go back to 1980s where Bill Moore, like David Grusch, was gathering stories about crashes, bodies, and how the government handles the UFO problem.

Jim Semivan felt that a FEMA Presidential Emergency Action Document was used to manage the UFO situation that faced Eisenhower after the CIA Robertson Panel reported that there were national security implications to UFOs.

The chart shows the President on top and FEMA (and the Special Facilities Division) right under him when it came to managing UFOs.

Under such a system only a handful of Senators have been given any need to know, and they have gone along with it, the same way that in the last UAP bill they passed into law, with the President, a situation where the contractors DO NOT have to disclose, and they retail eminent control over the crafts they have been given access to by the presidents and congresses of years gone by.
