Introduction

 

On December 16, 2017 The New York Times, Washington Post, and Politico all ran revelatory stories about a UFO $22 million investigation by the US government that went on from 2007-2012. This was in direct opposition to past statements by the government that they were not involved in investigations and are not withholding any information related to UFOs.

The media stories also pointed out that despite the claim the investigation was shut down in 2012, the director of the alien threat detection program, Luis Elizondo, was still employed till he left in October 2016, and that there was actually a replacement for him when he left who continued the program.

The story of how the program began, and got funded, goes back to some Defense Intelligence Agency agents who had made a visit to the famous Skinwalker Ranch formally known as the Sherman Ranch. It is on this property, approximately 480 acres southeast of Ballard, Utah that allegedly weird paranormal and UFO-related activities had been taking place. The ranch was bought by billionaire aerospace businessman Robert Bigelow in an attempt to solve the paranormal mysteries.

With all the money and expertise that Bigelow could throw at the problem, after years of study very little was learned. Bigelow sold the property and returned to his main interest of putting inflatable pods in outer space.

During the years of investigation at the ranch, however, some Defense Intelligence agents visited the site and experienced some of the weird stuff occurring there. These encounters would lead to the secret UFO investigation talked about by the New York Times, Washington Post, and Politico in 2017.

The DIA agents who had visited the ranch then talked to Senator Reid would become the Majority leader in the United States senate. They convinced Reid that something should be done to investigate. Reid knew, as he would spell out in 2017, that he knew both the Russians and the Chinese had programs to discover the UFO secret [1]and that it would present a national security threat if these countries were to figure out the technology first.

Reid was also encouraged by former astronaut and Senator John Glenn to do something. He approached Republican Senator Ted Stevens to help and Stevens was thrilled to help as he had encountered a UFO while at pilot in World War 2 with the Army Air Force. He told Reid that he had wanted to do something to open up UFO investigations since he left the Air Force.

The last Senator that Reid approached was Senator Daniel Inoye, who also agreed to support Reid idea. A secret appropriation of money was requested an granted and the Advanced Aerial Threat Investigation program was born.

The Defense Intelligence Agency put out a request for Aerospace Companies to do the work. Bigelow bid on the program and won. He was back in the UFO business, and the United States congressional representatives had done something new and bold to bring the truth to the American people.

Senator Barry Goldwater was a part of this process in an earlier day. As a General in the USAF, and a head of the Senate Intelligence Committee, he had gained an interest in UFOs. Once he made his interest known he began to receive letters from constituents asking questions about UFOs, and employing the Senator to bring disclosure to the American people about what the UFOs were.

Goldwater told Steven Greer that it was a damn mistake then and it’s still a damn mistake now. However, despite his strong belief in the cover-up that was taking place he was not able to open up the truth for the American people. He told researcher Lee Graham that much of it is Above Top Secret, which has led to a debate in the UFO community since as to whether such a category as above top secret even exists

What follows is the public record of Senator Goldwater to answer constituents UFO questions. Goldwater replied to many UFO letters, and requests for help. He sat as a member of the UFO investigation group NICAP (National Investigations Committee for Aerial Phenomena, and gave many interviews on the subject. He even made a famous phone call (at the request of Dr. Steven Greer) long after he retired to Bobby Ray Inman, long rumored to be the man that was in charge of back engineering efforts of crashed UFOs. It was that call that scared Goldwater so badly that he left his UFO investigations behind for good.

James McDonald

In the 1960s and early 1970s there was a series of letters exchanged between Senator Barry Goldwater and University of Arizona professor Dr. James McDonald. These letters were collected and found in the collections of papers left by both McDonald and Goldwater. The series of letters centered mostly on the subject of UFOs with one small exchange on the subject of the health effects of the supersonic transport aircrafts (SSTs) being developed by industry at the time.

As an important addition to the two topics being discussed by McDonald and Goldwater, it is important to add that the USAF did develop technology to deal with the sonic boom problem associated with supersonic aircraft. More importantly this technology was developed through UFO research by the Air Force, despite the claims by researchers such as Dr. John Alexander that the military has never back-engineered technology related to UFOs.

The technology to mitigate sonic booms on supersonic Air Force jets was developed by Ron Blackburn who worked at the Air Force Special Weapons Lab. Blackburn was a member of a TS-SCI investigation of UFOs, known as the Advanced Physics theoretical Working Group hosted by Dr. John Alexander under the auspices of the Department of Energy, in the mid-1980s.

 In an interview with radio host Jerry Pippen Blackburn clearly stated that UFO related technology had been developed and that the sonic boom technology was the only one that he felt comfortable to speak about. In the Pippen Blackburn talked about how the technology was developed after carefully reviewing a couple hundred UFO films. There was no mention of where the “couple hundred” UFO films came from.

Do Senators and Congressmen play a role in UFO disclosure? Most readers will be surprised to find out that they do and that they have had a great influence in the past on getting out much of the information we have been able to gather about the government's role in this mystery.

There has been a lot of frustration and pain in the UFO research community recently after the official White House statement that there is no evidence for ET visitation. The ET/UFO petitions the White House answered were simply signed by citizens trying to get a response from their elected officials to a legitimate concern.

The present government position on UFOs is now that UFO sightings are not a concern to national security and they do not present credible evidence of ET visitation. Based on this conclusion an outside observer might conclude the UFO disclosure movement is bankrupt and we have no money left to try and buy the answer to the UFO mystery that we seek.

In our moment of disappointment we should realize that it has not always been this seemingly hopeless in the 64 years since the modern UFO era began. There have actually been some moments when the dysfunction federal government actually seemed poised to deal with the issue. It occurred to me looking back at the high points of UFO history that there is a common thread to the successes. Furthermore, it occurred to me that these past successes could lead to a game plan for the future.

First let me list the big and small successes.

 

1.1950s supportive statement Sen. Leverett B Saltonstall - "We must consider the genuine security necessities...but I think there are many cases in which more information should be made available to the public."

2. 1950s supportive statement – Rep. William H. Ayres (OH): "Congressional investigations have been held and are still being held on the problems of unidentified flying objects…Since most of the material presented is classified, the hearings are never printed."

3. 1950s supportive statement – Rep. Thomas A. Ashley (Ohio): “I share your concern over the secrecy that continues to shroud our intelligence activities on this subject.”

4. 1950s supportive statement – Rep. Ralph J. Scott (NC): "If this information could be presented in such a way as to appeal to reason, and not to emotion, I think it would be a good thing.

5. 1950s supportive statement – Rep. Walter H.Moeller (OH): "[I have] every confidence that the American public would be able to take such information without hysteria. The fear of the unknown is always greater than fear of the known."

6. 1950s supportive statement – Sen. Richard B. Russell, former Chairman of the Armed Services committee who had a UFO while visiting Russia in 1955. He stated: “I have discussed this with the affected agencies of the government and they are of the opinion that it is unwise to publicize the matter at this time.”

7. Rep John Henderson – Congressman from Oho who became inspired to ask UFO questions of the USAF after reading Edward Ruppelt’s book The Report of Unidentified Flying Objects. His first request for information (which included 16 questions and a request for the 10 best cases known to the Air Force) were sent directly to the Secretary of Defense.

Instead of providing a written reply that could be passed around, Major Lawrence J. Tacker and three other officers went to brief Henderson and three other congress members for an hour. The briefing went on all morning. The other congress members were Representative William Cramer from Florida, Sen. Warren Magnuson from Washington, Mrs. Walker from Washington. There were also four congressional aides in the room.

8. Sen. Lyndon B. Johnson – Johnson was very interested in space leading up Kennedy’s space counsel, and is actually on record as Vice-President answering a UFO request about an Adamski UFO photo. Instead of ridiculing the request he told the author where in NASA to send his request. Johnson was also involved in a demand in 1958 to the Air Force to explain an obscure UFO sighting that had just occurred in Texas.

9. 1960-1963 – Sen. Robert F. Kennedy – While Kennedy was attorney general in the Kennedy White House, Col. Philip Corso, ten at the Pentagon as special assistant to Lt. General Arthur Trudeau, who headed Army Research and Development. Corso was responsible for the newly established Foreign Technology Desk, stated he briefed Kennedy on what they had found. He told Maurizio Baiata, “I discussed this very thoroughly with Bobby Kennedy, the attorney general, the President’s brother… He knew about the flying saucers, I talked to him about it. I used to meet him when he was attorney general right in his office… What went to Bobby went to the President also.”[1]

When John Greenewald visited the Kennedy Library looking for UFO files he found a huge collection of letters to and from Robert Kennedy with constituents on the subject of UFOs.

10. 1966 Armed Services Committee hearing – Rep Gerald Ford - the driving force behind this was former President Gerald Ford. He forced the congressional hearing when he was still a congressman in Michigan. Constituents, including J. Allen Hynek who was in his district, had sent letters and telegrams to him related to a series of UFO sightings that occurred in Michigan in 1966. This continuant pressure led Ford to pressure the House Armed Services Committee to convene the first hearing later in 1966. This in term forced the U.S.A.F create the University of Colorado “Scientific Study of UFOs.”

Ford stated in a 1996 letter, “Because I think there may be substance to some of the reports and because i believe the American people are entitled to a more thorough explanation that has been given them by the Air Force to date, I am proposing that either the Science and Astronautics Committee or the Armed services Committee of the House schedule hearings on the subjects of UFO’s and invite testimony from both the executive branch of the government and some of the persons who claim to have seen UFO’s.” The chairman was L. Mendel Rivers (D-S.C.)

 11.  1968. House Science and Astronautics Committee – During the Colorado UFO study initiated in part by Ford, Condon made some statements that concerned certain congressmen such as Congressman Louis C. Wyman who was in contact with NICAP. Wyman put forth House Resolution 946 requiring that the Committee on Science and Astronautics “report to the House as soon as practicable…the results of its investigation and study together with such recommendations as it deems advisable.” The hearing was set and witnesses came forward.[1]  The Chairman was George P. Miller (D-Calif.) and the Hearing Chairman was J. Edward Roush (D-Ind.)

12.1974 Senator Carl Curtis – Contacted the FBI over a series of cattle mutilations in Nebraska and received word from Director Clarence Kelley the FBI would not get involved because it did not appeared that any federal laws have been violated. The FBI stated further that Nebraska State patrol was already investigating along with law officials in the affected counties.

13.1975 Senator Floyd Haskell – Requested help and investigation by the FBI for cattle mutilations in Colorado.

14. 1976 Governor Jimmy Carter - Files a UFO sighting report while Governor of Georgia in 1973. In 1976 while campaigning for President promises UFO disclosure twice. Once President he becomes quiet on the issue.

15. 1978 Senator Harrison Schmitt – After thousands of cattle mutilations and a request from Manuel S. Gomez, a rancher from Dulce, New Mexico who had himself lost a number of cattle, Senator Schmitt became involved. He wrote Chief Martin E. Vigil of the New Mexico state police of the situation. He also wrote to Attorney General Griffin Bell to involve the FBI in investigating what was behind the mutilations Schmitt believed it to be “organized federal criminal activity.” Once involved the FBI were as far as to ask for a “congressional investigation” or “an executive order” to support their continued investigation. Schmitt also called a meeting of law enforcement representatives from the thirteen states in which cattle mutilations had occurred.

16. 1988 Senator Chris Dodd – In October 1988 a documentary called “UFO Cover-up…Live” referred to a government film that had been taken of a landing of aliens at Holloman AFB in May 1971. Following the airing of the documentary, one of Dodd constituents contacted the senator and demanded that the film be made public. Dodd made an official inquiry for the film and it was pulled again at Norton AFB’s Defense Audio Video Archives and reviewed by the security manager Paul Shartle. Shartle reported that the film was “unclassified,” and that he reviewed the film for the Senator’s request. What happened after that no one knows except that the film ended up in the Navy sync – whatever that is.

17.1989-1991 Congressman James Bilbray – in May 1989 a civilian scientist named Bob Lazar came forward to claim that he had worked at S-4 just a few miles from the Top Secret Area 51 test site area in Nevada. The claim was investigated by George Knapp, an investigative reporter for KLAS-TV in Las Vegas. As part of his investigation Knapp contacted Congressman Bilbray to help him check the various connection of Lazar to the US Navy, to check with the IRS about a W-2 Lazar had received, and to check Lazar’s background. In 1991 Bilbray entered a letter of recommendation into the court record for Lazar during a pandering charge Lazar was facing.

18. 1991 Senator Robert Byrd through his National Security Specialist Dick D’Amato – At Byrd’s request D’Amato investigated the UFO cover-up and concluded “UFO information should be released, but that an incredibly powerful black arm of the government has been keeping it secret, and spending enormous sums of money illegally in this operation.” He was unable to flush them out even though he had a Top Secret clearance and subpoena power. After his investigation which involved talking to Stanton Friedman, Tim Good, John Lear, Gene Huff, George Knapp and the former #3 man at EG&G which runs Area-51, D’Amato set up a meeting with Jesse Marcel Jr. in a secure room in the sub-basement of the Capitol building.

During that meeting D’Amato pointed to a copy of Whitely Strieber’s book Majestic which talked about the Roswell UFO crash and the group MJ-12 which controls all UFO hardware and data and stated, “This is not fiction.”

Marcel confronted him asking when was he going to release it to the public and D’Amato stated that if it were up to him he would have done it yesterday, but it is not up to him. His job was just to determine how much the security was costing.

19. 1991 Senator Unknown - According to john Alexander he had at least one Senator repaired to have some sort of official hearing or investigation into UFOs. According to Alexander, once Steven Greer held his May Disclosure news conference the deal fell apart.

20. 1993 Congressman Steven Schiff – As a New Mexico congressman Schiff had received a number of questions about the famous report of a crashed flying saucer outside of Roswell, New Mexico in July 1947. Schiff made an inquiry to the Secretary of Defense who forwarded his letter to the National Archives. The archives told him they had no records and so Schiff returned to the Secretary of Defense for the records from Roswell base for the time in question. When the Secretary of Defense stonewalled, Schiff used his power to order an investigation of the Roswell crash by the Government Accounting Office.

21.1995 Senator Claiborne Pell- Chairman of Senate Foreign Relations Committee – Although Pell never expressed public support for the UFO issue according to Dr. Steven Greer Pell told him he was not able to get a “straight answer,” and brought him in to share what he knew about UFOs with his staff. In later years as the ranking Democratic Senator he sent a letter to former President Jimmy Carter to meet for a UFO meeting with Col. John Alexander and Dr. Scott Jones. According to a representative at the Carter Center Jimmy Carter will not even reply to the request.

22. Rep Christopher Cox – Cox met in 1996 with Dr. Steven Greer and Greer provided a list of all ET related covert Military/Contractor facilities prepared at the request of Cox,

23. 1996 Rep. Steven Horn - A big defender of the FOIA Horn meets with Marie Galbraith who headed up the UFO briefing project for Laurance Rockefeller (and possibly Rockefeller himself) in 1996. Horn was on the Government Reform and Oversight Committee, and was Chairman of the Subcommittee on Government Management, Information, and Technology. In the summer of 1996 Horn held hearings on the overall issue of government secrecy policy and there was a proposal that Horn would use the UFO issue as an example.

24. Senator Richard Bryan (Nevada) – In November 1997 Bryan met with disclosure project director Steven Greer. It was during that meeting that Bryan illustrated the fear that came with dealing with the UFO subject. He told Greer, “Well, why doesn’t the President do it? I’m just a Senator. I don’t know if I can do that. Have you talked to John Warner on Armed Services?

25. 1997 Senator Dan Burton – the powerful Chairman of the House Government Oversight Committee. A Burton’s committee had received a few letters on the subject, so Burton took up the UFO cause. Following Steven Greer’s April 1997 briefing for Congress, Burton asked Greer to give him “everything” he had and he was going to get to the bottom of the UFO story. His staff member Matthew Ebert went on record stating “there is a possibility congressional hearings will be held”. It helped that Bill Clinton (who Burton disliked) was in power, so Burton was anxious to go after the administration on the UFO mystery. Unfortunately, Burton took some heat from Hillary Clinton over the UFO issue[2] and there were some strange phone calls that caused Burton to back off the subject.

26. Governor Fife Symington  Arizona – When the Phoenix Lights UFO sighting first occurred in March 1997 Fife Symington had a news conference to ridicule the event. Many years later he came forward to admit that the debunking was a staged event, and more over he too had seen the giant object that flew over Phoenix. He stated, “"It was absolutely breathtaking. I mean when I saw it, I said this is definitely a UFO. I have never seen anything like this in my life." He went on to do many interviews and gave support to the UFO community.

27.  1997 – Senator John McCain – After the sighting of the Phoenix lights by residents of Phoenix and southern Arizona, McCain was pressured by Phoenix councilwoman Frances Barwood. In 2000, during a run for President, McCain made some supporting statements for an investigation of the Phoenix Lights, “I think it is always of interest. I think it is of great interest. That has never been fully explained.”

McCain was also involved in the case of 1980 Rendlesham witness John Burroughs as he found to get VA benefits related to an injury he suffered during the UFO incident while with the USAF.

28.  2001 Senator Barbara Boxer – Lara Johnstone was a South African political activist who heard a Steven Greer lecture on the Disclosure Project in San Francisco. She decided that she wanted to support the effort. She chose to go on a hunger strike to encourage newly elected George Bush to follow through on his promise, made in public to researcher Charles Huffer, to disclose to the people what the federal government knew about UFOs. She held what turned out to be a 42-day hunger strike right outside the office of Senator Barbara Boxer who tried to help by writing letters and contacting Vice-President Dick Cheney’s office on the UFO issue.

29. 2004 Governor Bill Richardson – As governor of New Mexico Richardson, like Schiff before him, had received many questions about the 1947 Roswell UFO crash. In 2004 he wrote the forward to a book on the crash called “The Roswell Dig” in which he expressed support for a complete investigation of the crash. In part Richardson stated, “The mystery surrounding this crash has never been adequately explained — not by independent investigators, and not by the U.S. government. …”

30.  2004 – Rep. Dennis Kucinich – During his run for president in 2004 Kucinich was introduced by his chief policy advisor Daniel Sheehan to a USAF Colonel who had been a witness to a major UFO incident as Kucinich chaired the House Aeronautics Committee. Kucinich, according to Sheehan “exhibited openness and candor about this issue.”

31. 2005 - Congressman Tom Davis planned to have a congressional hearing on (UAP) and UFOs. A preliminary hearing was actually held May 23, 2003 with Davis, congressional staffers and witnesses Edgar Mitchell, Peter Sturrock, Jacques Vallee, and Richard Haines. The actual hearings were held July 21, 2005 but ended up being about counterterrorism. Various government agencies stated the skies were safe and the UAP/UFO topic was never raised.

32. 2013 Rep Roscoe Bartlett - Citizen’s Hearing Washington D.C. – Bartlett was the U.S. Representative for Maryland's 6th congressional district, serving from 1993 to 2013.

 

 The people have a grievance. There has not been a hearing about UFOs for a very long time. They want a hearing. I think they deserve a hearing. If this (hearing) helps them get a hearing I want to be a pasrt of that . What has happened? The cloak of secrecy has become more and more obvious to me. Asking myself, “there are honest good people who have made the decision to pull the cloak of secrecy over this. Why did they do that? I think we need to understand why they did that and how we can get the thing reversed. There is something out there. There is clearly something out there, and the American people have the right to know.[2]

33. 2013 Rep. Merrill Cook –  Citizen’s Hearing Washington D.C. – Cook served as a two term Congressman from Utah. Cook came to the hearing as a skeptic stating,

I made it clear to them that I am unlikely to be persuaded.  Extraterrestrial life? I can buy into that as a possibility, but to this day I have not heard or read or seen anything that makes me believe that anyone has encountered one on Earth….I never felt I witnessed one," he said. "I am what you might call an open-minded skeptic when it comes to these things. I don't want to imply that anybody has lied about what they think they have seen.[3]

After the week of testimony he was still skeptical but stated, “This is moving me to think a lot of further investigation with more resources needs to be done, including some push to the United States government to put more resources into this.”

34. Senator Mike Gravel - Citizen’s Hearing Washington D.C. – Gravel was a former presidential candidate and Senator from Alaska for 22 years. He joined the panel as he believed his gave him an opportunity to become very knowledgeable about the subject beyond the casual interest he already had. He stated at the time

It is probably the most significant subject in our civilization because it juxtaposes if there is a force outside that we can identify with these sightings of saucers that you call it., and that that force is observing the planet. Now after the testimony I have heard and the research I have done I think these hearing is extremely worthwhile. There is no question about it that the government of the United States is in total denial of this, and we have had several smoking guns to show that this denial is ridiculous. The White House says they don’t know anything about it, and they don’t have files. Well that is an outright lie…the cover-up started in Roswell with the crash in 1947[4]

35.  Rep. Carolyn Kilpatrick - Citizen’s Hearing Washington D.C. – Kilpatrick was a congresswoman from Michigan from 2003-2010. Regarding her UFO involvement she stated;

It's important that we work with foreign governments. There's been 10 or 15 already identified who have acknowledged this existence. I want to be part of that…I want to hear the factual information and I'm taking it very seriously," she told the Huffington Post. "I don't want to be ambivalent. I don't want it to be a joke. It's too serious. If we bury our heads in the sand and say there's nothing there, we lose, our country loses.[5]

36. Citizen’s Hearing Washington D.C. –  Darlene Hooley – Hooley an Oregon's 5th congressional district member from 1996–2008 . She stated;

 

When I decided I would do this, I honestly knew very little about the whole topic. After listening, I will tell you, the people that have testified, I think, have great credibility.” Hooley continued, “ I think we’re sort of naïve to think in this huge huge universe that there are not other people, or other planets that are highly functioning people that live on those planets, and so I have gotten a great lesson this week.”[6]

37. 2016 Hillary Clinton – While running for president Clinton took three questions on UFOs and in her replied indicated that she would move to open up the UFO and Area 51 mystery. These questions were initiated by her campaign manager John Podesta who asked in September 2015 for reporters to ask Hillary about “the aliens.”

38. 2017 Sen. Harry Reid – Reid confirms to media that he and three other Senators helped get $22 million of black money funding to run a program from 2007-2012 to investigate UFOs called The Advanced Aerial Threat Investigation Program (AATIP).

39. Senator John Glenn – Senator Reid confirms that Senator Glenn was a supporter of his effort to get $22 million funding for the AATIP program. Glenn had been involved in a 1962 Mercury Friendship 7 NASA UFO encounter. This was the transcript of Glenn with NASA controllers.

 

John Glenn: This is Friendship Seven. I’ll try to describe what I’m in here. I am in a big mass of some very small particles that are brilliantly lit up like they’re luminescent. I never saw anything like it. They round a little; they’re coming by the capsule, and they look like little stars. A whole shower of them coming by.

They swirl around the capsule and go in front of the window and they’re all brilliantly lighted. They probably average maybe 7 or 8 feet apart, but I can see them all down below me, also.

CAPCOM: Roger, Friendship Seven. Can you hear any impact with the capsule? Over.

John Glenn: Negative, negative. They’re very slow; they’re not going away from me more than maybe 3 or 4 miles per hour. They’re going at the same speed I am approximately. They’re only very slightly under my speed. Over. They do, they do have a different motion, though, from me because they swirl around the capsule and then depart back the way I am looking.

Then during the period of the program Glenn appeared on the comedy show Fraser where he was shown in a sound studio talking about UFOs, as all the other characters fought among themselves without listening. It was either a very well done piece of comedy or a way to send a message subliminally to the American TV watchers.

Back in those glory days, I was very uncomfortable when they asked us to say things we didn’t want to say and deny other things. Some people asked, you know, were you alone out there? We never gave the real answer, and yet we see things out there, strange things, but we know what we saw out there. And we couldn’t really say anything. The bosses were really afraid of this, they were afraid of the War of the Worlds-type stuff, and about panic in the streets. So, we had to keep quiet. And now we only see these things in our nightmares or maybe in the movies, and some of them are pretty close to being the truth.

40. Senator Ted Stevens - Senator Reid confirms that Senator Stevens was a supporter of his effort to get $22 million funding for the AATIP program.  Stevens stated that he had a UFO sighting as an Army Air Force pilot in World War 2.

41. Senator Daniel Inoye - Senator Reid confirms that Senator Inoye was a supporter of his effort to get $22 million funding for the AATIP program. Inoye had already been recorded taking about a secret unaccounted for government entities,

 

"There exists a shadowy Government with its own Air Force, its own Navy, its own fundraising mechanism, and the ability to pursue its own ideas of the national interest, free from all checks and balances, and free from the law itself."

 

Many of these senatorial and congressional encounters with the UFO subject were significant attempts to do something about the mystery surrounding the UFO subject. One thing is for sure – each of the listed political involvements (no matter how large of small) produced more than the petition that has just been answered with the negative press release from the White House.

In looking back at the highlights of the listed successes one thing stands out. The positive results towards UFO disclosure efforts centered on local politicians rather than federal politicians such as the President or the heads of federal agencies.

I propose that the reason for this is that Congressmen and Senators enjoy one key advantage that someone like the President doesn’t – political cover. As pointed out in the quote from James Fox about his trip to visit Capitol Hill. Pressure on elected representatives in Washington actually helps them act on the issue and is what they want when dealing with controversial issues. A local Senator or Congressman is able to hide behind the voter request when requesting serious investigation of the UFO subject. He is, for example, able to say, “I don’t believe in UFOs, but I am acting on behalf of my constituents who want an answer.” It is this political cover that enables them to act so boldly in the UFO minefields.

Federal officials such as the President do not have the same cover, are not able to make this argument so easily, and therefore shy away from the UFO issue. As I wrote in Part 1 of this article the UFO issue is viewed as toxic to a politician who wishes to appear respectable and “down to Earth.” Every politician knows that, as Dennis Kucinich showed clearly in the 2008 run for President,[3] being tied to the UFO issue can result in political death.

In any plan to force disclosure I believe it is important to keep in mind that the politician’s fear of the UFO issue centers on the ridicule factor associated with subject. It is that “I don’t get any respect” fear that has caused politicians to stay clear of any direct association. I believe in any move to force disclosure the other thing that should be considered is how the powers that control the UFO issue have given the turned the UFO topic into one that only the brave and foolish will touch.

The creation of the ridicule factor around the subject of UFOs began in 1951 when then USAF Blue Book Commander Edward Ruppelt replaced the terms flying saucers and flying discs with the official term UFO. (Wilbert Smith, who ran the official Canadian Program from 1950-1954 almost never used the term UFO. He continued to call them flying saucers.) Ruppelt’s public claim was that the term UFO better described the uncertain origin and nature of the objects being reported around the world.

Many researchers bought into the idea that Ruppelt had changed the term to help in researching the phenomena – That is – we’re from the Air Force and we are here to help you. Almost overnight the term UFO was universally adopted by researchers who strangely believed little else of what Ruppelt was saying. What Ruppelt was doing was to create doubt and redirect the discussion of flying saucers and discs from it being extraterrestrial to “it could be anything.” The new term also supported the USAF position that most UFO reports were probably the result of nature phenomena and misinterpretations.

One example of how well this worked for the Air Force is the generally unsupported statement, repeated by many UFO researchers, that 90 – 95% of UFOs are “easily explained as natural phenomena and man-made objects,” leaving only 5 -10% as “genuine UFOs.” These claims are made constantly, despite the Air Force UFO Blue Book study conclusion which stated that unexplained were 20.5% up to a study of Blue Book data by Dr. James McDonald showing 40% were unexplained. Although totally unsupported by any evidence, researchers tend to repeat the 90 – 95% claim as they believe it presents them as “tough evaluators of the evidence” rather than “gullible believers.” Researchers want to be respected as well.

In 1952, the CIA added to this effort to create doubt and ridicule around flying saucer sightings through the conclusions of its Robertson Panel on UFOs. Those conclusions suggested that efforts be made to “take immediate steps to strip the Unidentified Flying Objects of the special status they have been given and the aura of mystery they have unfortunately acquired.”[4] The CIA panel further suggested that the Panel suggested the Air Force should begin a debunking” effort to reduce “public gullibility” and demystify UFO reports.

The CIA plan to stigmatize the UFO issue worked extremely well. It made UFOs an issue scientists, the media, and politicians would avoid at all costs. The plan was so successful, in fact, that it even backed off even UFO researchers. This is evidenced by the fact that today many researchers not only fear using the term flying saucer, they have even moved to a position where they avoid at any cost the use of the term UFO.

If the fear of “I don’t get any respect” is as great as it appears to be in the UFO community, it becomes a greater problem in the world of politics were public image is everything. If researchers are afraid of being associated with UFOs, the politician becomes completely paralyzed by the possibility that he will be labeled as “crazy” or “gullible.”

Like scientists who might believe, politicians know that it has to be a quiet closet belief if they want to succeed in their chosen career. An example that best shows this political paralysis is how both Kucinich and Richardson turned on the UFO community once they began to run for President. Both were believers who chose to run for President. Once on the campaign trail they found that they had lost the political cover they enjoyed as local politicians just trying to get an answer for a constituent. They were now seen as a possible President of the United States who should know better than to believe in such stuff.

A second example that illustrates this political paralysis is that Presidents Ford, Carter, Reagan, and Clinton where all know to have been interested, had sightings, or promoted the UFO issue prior to becoming president. All, without exception, did nothing to openly promote the UFO issue once they arrived at the White House. The use of the local politician to lobby for disclosure is an alternative that should be carefully considered by the disclosure movement.

A review of the high points in UFO history shows that pressure on Congressmen and Senators has achieved results. Moreover, history has shown that in some cases it only took one constituent to light a fire under their local representative on the issue, and that that representative achieved substantial results. Local politicians like United States Presidents have a strong desire to get elected. More importantly, local politicians are aware of the fact that they require local votes to win, and that if they are not responsive to local constituent requests their efforts to be elected or reelected will be greatly diminished. It is the basis of the democratic system and may provide a solution to the disclosure of the sixty-five year UFO mystery.

 

 


 

Senator Barry Goldwater

 

Senator Barry Goldwater was a long time Senator from the State of Arizona. He had even taken a crack at being president, as he was the Republican Nominee for the White House in 1964 against Lyndon Johnson. In addition to all this, he was famous as being the Senator with the interest in UFOs.

Yes, when I was on St Catherine’s Island searching for the portal, I met Vance. He was one of two the couriers for the actuators going to NYC.

 

Before I was told that, I asked if he’d had any portal experiences. He told me that his first experience was spontaneous. He realized that he had stumbled into something weird. He panicked. He wanted to get out. He looked around for the entrance. He couldn’t see it. It then occurred to him that in order to exit that he would have to walk backwards, retracing his entry.
