Chief radio engineer Wilbert Smith was a central figure in Canada’s initial investigation from 1950 to 1954. Smith was informed by American officials that flying saucers exist and that the subject was the most highly classified matter in the United States, rated higher than the H-bomb.
Smith personally handled alien hardware and admitted to seeing recovered bodies from a crashed craft. He stated he had handled "quite a bit of it" and that the hardware was "deeply buried in classification and may as well be in the fourth dimension for all the good it is in establishing the reality of the craft or the people who manipulate them". The US authorities were also reportedly investigating related fields such as mental phenomena. Smith himself believed that contacting the occupants of the crafts was the only logical next step beyond collecting bodies and hardware, which only proved reality but failed to explain intent or origin.
The book also explores the idea of a UFO government control group, often referred to as MJ-12. Evidence suggesting its existence includes former Penn State University President Dr. Eric Walker’s confirmation that he had known of MJ-12 for 40 years. Furthermore, Dick D’Amato, an investigator for Senator Byrd, confirmed the existence of a "black government" that controls the debris and answers to no one, relying on unlimited funds.
Presidents and ETs: From Skepticism to Secret Knowledge
Cameron dedicates substantial space to presidential encounters and knowledge of the phenomenon. President Harry Truman oversaw the 1947 Roswell crash cover-up. Truman’s Air Force Advisor, General Robert Landry, later confirmed orally briefing Truman on flying saucers every three months.
The highly rumored Eisenhower alien meeting in 1954 is explored. One compelling account suggests Eisenhower met with human-looking "Nordics" who warned about nuclear testing.
More recent presidents often addressed the topic through humor or denial. Bill Clinton, despite privately looking into the subject (he once asked his Associate Attorney General to look into UFOs and the JFK assassination), publicly used humor to evade serious questions. However, he admitted that if secret documents existed, they were concealed from him, too, suggesting career bureaucrats might hide secrets even from elected officials. Ronald Reagan made the most startling comments, having experienced at least two UFO sightings. After a screening of E.T. at the White House, Reagan told the audience, without smiling, that "everything on that screen is absolutely true," strongly hinting at presidential knowledge of the ET reality.

The main perceived difference between humans and aliens is the alien's complete mastery of telepathy. Ben Rich, President of Lockheed Skunk Works, once confirmed that the UFO problem had been solved, stating, "Anything you can imagine we can already do". When asked how alien propulsion works, Rich famously responded by asking: "What do you know about ESP?" and confirmed that the technology works based on the principle that "All points in time and space are connected". Dr. Eric Walker also stated, "Unless you understand ESP and how it works, you will not be taken on."
