On August 8, 1954, Wilbert Smith was at his flying saucer observatory. So was a junior engineer by the name of Ernie Epp, who later worked with my father at the Department of Transport in Canada, and was someone who told me the story first hand.
Smith ran the Canadian government official flying saucer investigation which ran from December 1950 to August 10, 1954, when the government pulled the plug with the standard "no threat" "no ET" "nothing to see here."
The reason the program was shut down goes back to two days earlier August 8, 1954. Smith had set up a flying saucer observatory on Defense Department property outside of Ottawa, the nation's capital.
Smith had been dealing with a woman in Maine, Frances Swan, who was a contactee and who was in contact with a number of aliens, the main one being AFFA. She had been providing channeled material to Smith about AFFA along with a couple other people who were speaking with AFFA and passing their information to Smith.
Swan was also talking to and being watched by the Navy Intelligence, the CIA, Air Force, and FBI. She had taught one Navy intelligence officer how to make contact, and this led to a channeling session inside the Top Secret NPIC that analyzed all CIA aerial intelligence.

One August 9, 1954, FBI document described a conversation with Swan where Smith was requesting a flyover of his flying saucer observatory, and Swan was relating the request to AFFA. The date of the overflight was to be August 1, 1954.

It was exactly a week later when the bell went off, and Smith along with his colleagues looked up to see what was happening. It was overcast, and they could not see anything.
As Epp told me the story, the needles recording the five different elements they were tracking went right off the paper. Smith made a statement that if nothing was wrong with the equipment, he had just detected the first flying saucer over the nation's capitol. Smith was a famous name at the time, and the story spread like wildfire.
That was more than the government could take. They shut down the project claiming nothing had been discovered and that Smith could no longer make statements on behalf of the government.
How fitting it is that we now have another UFO over Ottawa and that the government that said there was "nothing behind the curtain" is now involved filming a UFO in broad daylight.
The 16 second UFO appears in a Canadian Broadcasting Corporation show, funded by the Canadian government, called the Mercer Report. It was shot on the Rideau Canal in downtown Ottawa.

The object appears over the Parliment Building area (the Canadian equivalent to the White House) moving from the top left of the frame at about 4:15 in the video. It moves down and to the right taking a position right between Mercer and the girl he is interviewing - cross country skier Susan Holloway a two-time Olympic medallist.
It hovers there for a few seconds and then moves down. At the same time, it appears to come closer to the camera because the object now appears to be two lights. It hovers again for a couple seconds and then leaves the frame quickly flying straight up. The whole event is over at 4:31.
